The Gerrymander has been a scourge in American Politics for years, resulting in attempts to secure power, subvert fair representation and overturn majority rule. Districts in some states exist where population pockets are linked by corridors one street wide, looking like Tinkertoy constructions, just to come up with enough voters of a specific persuasion to ensure a "safe" seat. In England these Districts would be called Rotten Boroughs.
Regulations governing Federal elections should be standardized, especially in the drawing of Congressional District Boundaries. Boundaries should not be based on political affiliation, income, race, or religion. Prevent Gerrymandering in Federal elections by passing regulations controlling the manner in which Congressional District Boundaries are drawn.
