Instead of continuing to support families in getting more money for having more children through welfare and tax breaks we need to encourage more responsible behavior. Welfare provisions need to be capped off at two children. There also should be a one time government bonus to each person when they are made surgically unable to have children. With these changes I feel it will significantly cut down on abused children as people will no longer keep having them for money. This will also encourage people to stop having more children then they can afford. I am currently 23 and have only one child because that is what my husband and I can currently afford. No one should have to pay for someone else's decisions/children.
