Stop the government assistants careers!
I think that they should say, a year from today's date anyone having over three children are not allow to collect government benefits for more than three kids. If you have more than three before this date you are "grandfathered in"! Everyone would know up front that if they have more than three they can't take care of then they will lose them, but never will be able to draw from the government for more than those three. We give sooo much assistants in birth controls there is no reason someone can't stop having kids! If you want to have a forth kid then set up a fund or ask family for help. If your family will not help you because you will not help yourself then the government don't need to either.
