My proposal is to require the federal government to provide 0% interest rates loans to full-time undergraduate students for five years. For part-time students a seven year 0% interest rate will be provided. A student returning to school for a graduate degree or additional training/certification, the interest rate should be 2%. This will encourage more individual to get a college degree at a more affordable cost.
