stop the government form borrowing funds from and to return any funds borrowed from this program

the U.S. government has "borrowed" funds from the social security funds mulitple times over the programs existance. When it ws originally put into place it was a voluntary pay in program and the government could not borrow or take any funds from it what so ever. they changed that for their agendas that have nothing to due with its purpose. help return this program to its orignal state and stop the U.S. government from stealing the tax payers money. They have never disclosed how much has been taken from the program or if they have repaid if any funds to the program.
