In 1979, at the height of fall-out from a brutal military dictatorship, Brasil enacted a law providing amnesty from prosecution to government torturers. Today in 2016 this law is is still in place, alive and well, giving police free reign to torture any unlucky prisoner, because they know they can never be held accountable. I know because I was a victim of an extortion scam. I was falsely arrested, never charged with any crime and raped, beaten and tortured for 45 days in Brasil until my family could pay the bribe. Torture is vile. Torture is unacceptable. Torture must be stopped.
