Pass legislation making any offensive act with a weapon against a U.S. citizen an act of terrorism. In a land of freedom, there is no reason for weapons to be used in an offensive manner. Pass laws that allow use of weapons for hunting (providing food) or defense of American's lives and/or property. Any use of a firearm against an American on U.S. soil is an act of terrorism, as it infringes on the rights of citizens to pursue life, liberty, and happiness.
