stop housing code enforcement in lewis county washington from harassing people who have built things 20to50 year ago

I know at lease to other people lewis county that is experiencing the same problem I am..we build without permits. 1 older gentleman Constructed his home and his barn back in 1955 .by him self before there were permit in this county.. I constructed my 12 volt solar cottage back in 1992 for7000 dollars.the matter was resolved with the county in 1998 resolved with out building permit and now that the county has no money .they are now trying to balance their budget on the backs of poor and disabled..this 2 people i am talking about I know well ..but have herd of others.. so we would like the white house to enforce the statue of limitation laws which there are in all civil case's
