Stop income to Congress until the government Shutdown is resolved. Modify the 27th Amendment to that effect.

Members of Congress did not do their job. Many regular people will not get paid because of them and the Shutdown. Congress does not deserve their pay until they resolve the Shutdown and negotiate for a Budget.
