Every year, thousands of domestic helpers from other countries will come to HK to find a new job. Typically, they will find employment agencies to search for potential employers in HK. Unfortunately, most of the employment agencies will overcharge the agency fees more than the legal limit 10% for the commission. Worse still, agencies will force the workers to borrow loans from a lending company that they are colluded with to earn as much as possible from every single domestic helper coming to Hong Kong. Thus, we are writing to ask the U.S. Government to urge the HKSAR to do the following measures to tackle this problem:
(1) Scrap Two-Week Rule
(2) Increase the number of inspection per year
(3) Increasethe maximum fine to$100,000 and revoke the agency’s license upon second conviction
