STOP IRS From Seizing Tax Refunds of Children, Grandchildren Over Parents' Decades-Old Debts

Congress lifted the 10-year statute of limitations in 2011 on money owed to the government. Now the IRS is seizing the funds of children and grandchildren (see the stories in the press) for their parents debt even when those debts are decades old. Can I expect my tax refund to be seized over some debt of my grandparents who died before I was born? This tyranny must stop.
