The 50 States of the United States of America issue marriage licenses to couples wishing to become married within their state. The definition of a 'legal' federal marriage is between a man and a woman. If the Federal Government would eradicate any definition of marriage, but instead only issue civil unions, this would take away any church and state issues, and allow any church to define marriage for their congregation. This would begin to allow for same-sex couples to be allowed to have the same rights as all couples within the federal, state, and civil governments.
