Stop issuing work visas until the unemployment rate drops below 5%.

The US unemployment rate has been rather high for the last five or so years. Though it is presently declining, millions of Americans remain out of work. Despite this the US government continues to issue work visas to non-immigrant foreign nationals (eg H1B) as well as immigrants. This is a nation of immigrants and under better circumstances that policy may have made sense but when there aren't enough jobs to go around for all the US citizens that want one it makes absolutely no sense to bring more people into this country to compete for these limited jobs. Even in fields with nearly full employment the addition of the immigrants ends up reducing wages and this reduction takes away the incentive for Americans to invest in the necessary education to pursue these fields.
