Stop killing people in Pakistan and Yemen with Predator Drones

The use of Unmanned Aerial Vehicles to kill suspected terrorists in Pakistan and Yemen is a war crime because the individuals killed are not combatants on a battlefield. These attacks also result in a disproportionate number of civilian deaths. According to a report by the Brookings Institution, ten civilians are killed for each suspected terrorist. The United Nations Human Rights Council (UNHRC) has criticized the United States for being, "the most prolific user of targeted killings" in the world. Don't these people deserve trials? What evidence is there against them? Unlike the Bush Administration during scandals involving torture, the Obama Administration will not even explain the legal basis for these executions.
