Stop letting utility companies like AEP raise rates on civilians due to weather catastrophes.

This summer Ohio saw a storm that knocked out power for people for days on end in the middle of horrible, deadly heat. AEP had to send workers from other states to Ohio to help with cleanup. And now AEP is petitioning to raises rates to compensate them for the monetary loss of having to clean up and get power back on to people.
This is horrible. Not only is it the people who suffered while a business couldn't provide their service, now they want us to pay THEM for the inconvenience? Any other business has to have insurance, or take the losses due to poor business practice. If AEP kept trees around the lines cleared, this storm would not have caused so much damage. I've read that the same thing happens when even worse disasters occur, like Sandy and Katrina. We should not have to pay!
