Stop local governments & municipalities from profiting on the subtle suppression of constitutional rights.

A number of state & local governments have, over time, instituted policies intended for little more than to profit by subtle suppression of constitutional rights, often in the form of permits and licenses. While the issuance of permits & licenses may be practical sometimes, their continued renewal serves no purpose but to provide income to local governments. For example, requiring a permit for a certain number of people formally gathering infringes on the right to peacefully assemble; Firearm owner identification cards infringe on the 2nd amendment (and serve little purpose, if any); all forms of permits have no purpose but to provide income to the government. A right is given, it is not purchased. This abuse of governmental power needs to stop, and constitutional rights enforced.
