Stop mandatory drug testing at jobs unless the individual has shown a reason to do so.

Many other countries around the world, including Canada, do not require drug testing for jobs. If there is a need and the individual is not correctly doing his or her job, THEN we should drug test. If the individual is capable of doing the job, there is no reason to drug test.
