Stop mass breeding and death to millions of helpless unwanted animals save our tax dollars.

Put the useless kill shelters out of businesses. If you operate and or own a breeding facility of any animal you must pay to have own and run this establishment. It must be mandated that you can only breed and own said number of animals. Said number of times. Within reason. Not after they drop a littler. Once those animals are born they should be registered immediately at the local shelter and or designated place. Therefore they can be tagged numbered and fixed. This will put full control on the breeders themselves. Full control off offspring and full control of accountability. There will be no unlawful breeding after a few years. It will stop the act of mass reproduction and destruction. It should be lawful that all dogs cats come spayed or neutered. Give ability to track abuse.
