People who are on Medicare and or Medicaid live on a very low monthly income and many have serious health issues and need certain types of medicines that work different from the types allowed by these programs. The co-pay that the people have to pay for doctors and medicines also impact their monthly expences too since anyone on these programs are already living 40-70% of the federal poverty levels.
