Stop mental health doctors from helping military commands cover up their abuses via Personality Disorder diagnosis.

Currently, the Navy (and my guess all the military) can diagnosis anyone with a personality disorder, if the diagnosis are from the opinions of Mental doctors employed by the military. The military will only consider the Psychologists and Psychiatrists that work only for them, first in determining if a soldier has a Personality Disorder. A Personality disorder falls under many items, but is usually associated with persons who are unfit for duty because they can't deal with taking orders, talking back, or getting along with others. The problem is the Military employed Mental Health clinicians can, and do put the command first. If there are complaints of hazing, harassment, fraternization, and racial discrimination from a junior sailor, then these doctors can diagnose them with "PD."
