Open testing by the Navy of high explosives in oceanic waters threatens the lives of dolphins and whales, two highly intelligent, emotional, and conscious sea creatures. The concussions can shatter eardrums, break bones, collapse lungs, and obliterate cells. It is a cruel and unfair use of our Navy, and should be stopped immediately.
