The Obama administration has taken first steps negotiating with a Venezuelan drug kingpin such as Diosdado Cabello Rondon. A political figure that has not only violated the human rights of many venezuelans but also is a drug kingpin in Latin America and has been part of the biggest corruptions cases in the history of Venezuela.
