Stop or reduce the unfair fee that airlines impose when an airline ticket is changed or a free award ticket is cancelled

Many airlines charge fees up to $150 for changing an airline ticket. They then turn around and charge full price for that same seat. This is an unfair practice and the administration should investigate it.
