End partisan gerrymandering of congressional districts by a suitable method without bias towards either party.
A mathematical algorithm could be used to redraw equal district lines. Make it immediate so states that have already been gerrymandered must re-draw their districts in the same, non-partisan manner. If (when) the state resists, the state must be forced to comply and re-draw it's congressional districts.
