It has always been illegal to intentionally harm a person. Laws only matter to people who choose to obey them. Politicians have to say they did something when something bad happens, so they pass a law. A law only matters to the law-abiding part of our society. Approximately 7,000 Americans are killed in US prisons each year. Seven thousand people get murdered when they are watched by armed guards 24/7. 24/7 observation by armed guards can not prevent people from being killed. What is the limit of government control that people want to have?
