Stop 'Patent Trolls' with cheap "public" patents

Set up a system so that individuals can cheaply obtain "public" patents and copyrights that do not allow for profit. These patents should be $50 or less (free would be nice, but there are costs to cover). The patent/copyright holder would relinquish any rights to sue, but in turn would block future patent trolls from needlessly suing actual working companies, and cluttering the courts. In effect, it is a method to quickly put ideas into public domain.
This would not affect innovators, as it would not replace standard patents and copyrights, and the first to file still wins.
