If by the end of any calender year The President has not signed a Budget into Law, then the pay of all members of both Houses, all members of the Cabinet, and the President and Vice President of the United States, and the staffs of all the above shall be stopped until such time as a budget has been passed into Law.
They will not get paid until a Budget is passed, any pay they would have gotten will be used to buy a Lottery ticket for each registered voter, except any to the above people, in the United States. The Lottery used will be the one with the highest payout in the United States.
No Money shall be paid out by the US Government that is not covered in the Budget.
