Stop Pay to Congress if our Soldiers aren't getting paid

Our government should not be getting a pay check if our soldiers aren't going to get one. I was deployed in 2011 to Iraq and received half a pay check, and that was all i was going to receive until the government came to an agreement. Luckily they did and I was not left without pay, but all the while that was going on Congress was going to get their normal pay checks. Stop this ridiculousness
