If any worker refuses to do the assigned work, he or she is fired and loses all income. Congress is being paid an enormous salary to pass or stop all petitions put before them.
They are doing nothing for fear of losing a vote come next election, that is not the purpose they are put in office. When they refuse to do thier job, they really should be fired, but the next best thing is to lose their pay for the amount time they stall (not recoverable).
