When Congress fails to complete budgetary tasks by deadlines (appropriations, debt ceiling), Congress shall not receive pay until their work is complete. On completion, pay will be restored less 10% for each day past deadline. If it is 10+ days past deadline, Congress shall not receive pay for work during lapse.
