Congress votes to go to war. They send soldiers to fight and die. Then Congress can't figure out how to work together to come up with a budget, so they get paid while the soldiers do not, until Congress comes up with a budget. If Congress was threatened with not being paid during a shutdown, they'd probably have a budget all ready to go months ahead of time. It is disgraceful that these people can threaten the livelihoods of others because they are not doing their job, while not having theirs affected at all. We need a bill that says if the federal government isn't getting paid, Congress does not get paid.
