Stop paying Congress if they cannot agree on a resolution or pass a budget before the government shutdown.

If we cannot afford to pay members of our military, who are actively fighting a war, then Congress should lose their pay as well. If Congress fails to agree on a new budget measure by the close of the fiscal year, hundreds of thousands of people will be without pay. They have had months to figure this out and as usual, they are waiting until the last minute to figure out a temporary resolution.
