Stop Paying income tax monies to any one who do nothing not contribute to their Government

In an historic move, the Leaders of our country should put into law an item that will prevent those that have no earnings other than welfare payments or public assistance to include unemployment insurance from receiveing an income refund of moneys that they have not contributed into. These are commonly refered to as Eearned Income Payments refunds only. We have paid our hard earned monies to support these people through out the year and should not give them a bonus at the begining of each year. If a person has a job or pays income taxes in any form, then and only then, should they be considered for for receiveing Earned Income Credit.
