Stop penalizing military units/government offices with end-of-the-year surpluses in their budget.

If a government office/military unit has a budget surplus at the end of the year, roll that surplus into the government budget for the following year and don't decrease the office/unit budget for the next fiscal year. This would help to alleviate crisis spending when something unforeseen occurs, and stop offices/units from spending obscene amounts of money on wasteful items to make sure their budget isn't cut for the next year. By not being able to budget for "what-ifs" we then rush to get funding costing more than what we would have needed, or if the "what-ifs" didn't happen that we budgeted for we rush to spend the money on things like plasma TVs we don't need or motor pools running cars for weeks just to burn the gas.
