Stop people from texting while driving by developing an app whereby "informants" photograph a violator and get paid.

The solution is pretty simple: Govenrment forces all providors of wireless service to participate. Informants see someone driving and texting. They photograph the car including the tag. The app stamps the photograph in terms of location (gps) and time, the indiscretion is submitted automatically. A central station (supported by the telecom providors) accesses the vehicle registration database to determine who owns the car, and matches up the users cell phone records with the time stamp. If the user was texting at or very near the time that the photo was taken, he gets a $200.00 fine in the mail, and the informant gets $50.00 for turning him in. The net effect is drivers who text while driving will be at risk at all times, as this strategy engages the public to be the eyes of the law
