Stop the phone give-away program due to fraud and abuse. People are getting multiple active phone lines for illegal acts

The abuse of the phone give-away program is rampant as demonstrated by ladies on television boasting of having multiple active phones. These phones are not traceable and are a great help to drug dealers. A better alternative would be for people to trade in their old phones so they could be activated for emergency use only, so that the people needing access to emergency services have what they need, and we reduce the number of phones that end up in the landfill.
