Stop the police from being able to take your money without hard evidence (Civil Forfeiture)

We have a huge problem right now where police can stop you, or in multiple different ways find out that you have a sum of cash money, as well as credit cards, debit cards, prepaid cards, and more (using the ERAD "Electronic Recovery Access to Data" machine ) and then seize the money because you "could" use that money to commit a crime or it is funds from a crime that has already been committed. Civil forfeiture is widely used to collect money that a law enforcement officer "suspects" of being used in a way they do not approve of. Many of people will say they need "reasonable suspicion" but that is very relaxed and as easy as saying you match the description or your car matches the description of a very broad and possibly made up suspect they are looking for.
