Stop Police Officers Ticket Quotas

Police officers shouldnt have a certain number of tickets that they have to reach each month. As of today quotas are illegal but that doesnt stop the police departments from having a certain number of tickets that a police officer has to get. In an article by MSNBC on the New York City police department confirmed that they had a memo on how many traffic charges they had to write to avoid getting a poor performance review.
Any type of quotas should not be needed because police officers will be targeting people who dont deserve to get ticketed. They should take this away so that they will be able to focus on more important things instead of waiting for someone to go over the speed limit so they can give them a ticket to avoid a poor review.
