There is a huge problem in USA that basically legalizes larceny for local and federal governments. It’s called "policing for profit". This is a great video that outlines the process.

Basically this was meant to target major drug dealers that have a large amount of assets they acquired through proceeds gained by crime. Instead, via abuse on top of abuse on top of abuse, the state and federal government now uses this as a personal piggy bank.
When budgets dry up, local police departments head out to pull over drivers, and arrest them for anything possible, as long as they can use the crime to seize assets.
