The problem is fed from two different directions, the alcoholism and a poor economy creates lots of orphans. The Russian culture keeps Russians from adopting. Russians don't adopt, they have their own babies. In 2011 the best estimate of orphans was about 800,000. Because of Putin's recent ban (keeping Americans from adopting Russian orphans) these 800,000 children will stay in government run institutes until they are 18 years old. The institutions are dirty and understaffed. Babies are crammed in cribs with up to 4 others and are not held or loved for hours. Dreams ever getting out have been crushed my Putin's decision. He uses the children to carry his message of anti-Americanism. The orphans need a leader who will not use them as political pawns, but work to protect them
