Using taxpayer $ for “Green Power” initiatives in the US has been a DISMAL failure (AKA, “Solyndra”?), gov’t agencies in the US have proven themselves incapable of being good stewards of taxpayer dollars, and there are thousands of Federal Workers having to take “furloughs” to save money, & you want to send money to Africa; much of it to nations that hate us? This makes no sense regardless of how you try to spin it. Don’t Do It!
