Stop the prosecution of prostitution and focus efforts on human-trafficking.

The act of two consenting adults should not be criminalized in such a way that it takes away from law enforcement and prevention activities to focus on creating safer communities. A 1996 report from a San Francisco police task force found that it incurred costs of 3.2 million dollars annually to staff police to investigate this "crime". They also found that court costs and processing for each prostitute totaled $312,000. Texas has recently found that they commit 350 women to prisons in their state at a cost of $15,000 per year.
In addition the ACLU has stated in the past such laws have traditionally represented one of the most direct forms of discrimination against women. This should be a personal choice, whether it is money or consent that is exchanged.
