The massive US debt situation is in dire need of attention. Each time the US extends foreign aid this increases the national debt which the US citizens have to eventually pay for.
If a US citizen extends his or her credit and can no longer pay for it they are liable for those funds and could be sued or face prosecution.
The US government needs to stop spending the money they do not have on foreign countries as the US needs it more than ever.
Do not provide 1 billion dollars to the Ukraine as that 1 billion dollars should be used to pay the national debt. The US bank account is in the red and until it is reversed we need to stop acting like every countries personal free money provider.
