This is the second year that President Obama has waived the Congressional-mandated ban on military aid for countries that use child soldiers. Providing Chad, the Democratic Republic of Congo, Yemen and South Sudan with over 200 million dollars of military aid during 2012 will not encourage them to stop using child soldiers. The Human Rights Watch has already criticized this decision by calling it a "a lack of leadership and disregard for U.S. law."
