Since Congress wants to stop funding welfare programs, stop funding Presidential Campaigns. It is a a welfare program that provides a large amount of money to a relatively few people. The intent was to get good people who couldn't get funding from other people/organizations. Hopefully those people would be viable candidates. That hasn't happened and private funding doesn't seem to be a problem for the people who do run.
