Over 50% of people in jail are there for crimes in which there was no victim. In addition to these "preventative crimes" some of those crimes are defined as felonies which takes away a persons 2nd amendment right and the right to hold office. This are people that hurt no one. Jails are getting full and the money being spent to enforce these laws are out of hand. If a "crime" is defined as potentially leading to a real crimes, lets educate the offender instead of turning them into a worse person. Jail is not reform!
