Stop the purchase of 1.5 Billion rounds of ammunition for training reasons. Enough for 100 years or 5 rounds per citizen

The dept of homeland security is stock piling mass amounts of ammunition, 1.5 Billion rounds for proposed training, enough for 100 years of training or to sustain a war for 20 years. This stockpile depletes citizens ability to purchase for self defense or target shooting.. Stop the mass stockpile but keep our homeland security with sufficient and reasonable amounts and to enable law obiding citizens the ability to purchase ammo.
