The Senate Armed Services Committee has inserted language in its version of the fiscal 2016 defense authorization bill that will directly impact dual-military married couples and single military members that share a residence. The Senate bill, in both circumstances of having dependents or not, would allow only the higher-ranking member in dual-service marriage to draw any BAH, though at the higher with-dependents rate. The other military member would be ineligible for BAH taking away compensation promised upon enlistment. This housing compensation levels military pay with civilian pay. Ultimately this bill would suggest a 2 for 1 deal. That ones service member is less worthy of pay than another. The proposed changes will impact members in a devastating loss of pay impacting the mission.
