Stop requiring veterans to repay involuntary separation bonuses before VA disability compensation payments are paid

Involuntarily discharged service members are given a bonus to help transition back to civilian life. If the service member is rated a compensated disability through the VA the service member must repay the separation bonus before disability benefits are paid. This greatly affects veterans in need.
