The Ryan plan would result in reducing Medicaid funding over the next ten years by $810 billion, 22% below the level needed to sustain the existing program over that period. By 2023 funding would be 34% below program needs. It would give the States discretion to cut back on the persons covered, the services which are provided, and payments to providers (which would reduce their willingness to serve Medicaid enrollees.) It would repeal the provisions of the Affordable Care Act that in 2014 will expand the coverage of Medicaid to cover all persons with incomes up to 133% of the poverty level. This would disclude ANY single individual 18-65 from receiving medicaid in a time of sudden need or disability with no income leaving them NO healthcare options at all.
